If the > New > Text Document is missing from the Right click context menu for what ever reason.
You can add it back using the following registry edit.
Just copy the following lines (between the asterisks) and save it as a file with ".reg" extension.

***********************************
Double click on the ".reg" file and merge the key into the registry,
and the new text document option will be available. (might have to wait a while for the registry to refresh)
